IRS Volunteer Agreement
Each Community Tax Center volunteer must submit a signed copy of the IRS Volunteer Agreement prior to preparing tax returns.
This agreement outlines the volunteer code of conduct. By signing, volunteers agree to:
- Treat all taxpayers professionally, courteously, and respectfully
- Safeguard the confidentiality of taxpayer information
- Apply the tax laws equitably and accurately to the best of their ability
- Only prepare returns within the scope of their training and experience
- Exercise reasonable care in the use and protection of equipment and supplies
- Not solicit business from taxpayers they assist
- Not accept payment for the services they provide
Volunteer Tax Preparer Certification
An accurate return is the most important aspect of providing quality service to the taxpayer. To ensure that volunteers are capable of preparing accurate returns, the certification tests cover the major components of return preparation including understanding and applying tax law; screening and interviewing taxpayers; using references, resources, and tools; and conducting quality reviews.
